Tenant Eligibility

Interested persons are required to satisfy both the general eligibility criteria set out by the CHM project team, and some specific criteria put down by the service operators.

Basic eligibility criteria:

  1. Living in subdivided units and having queued for Public Rental Housing (PRH) for no less than 3 years; OR
  2. Having urgent housing needs; And
  3. Having a full-time job or Having applied for Comprehensive Social Security Assistance (CSSA);
  4. Agreeing with the concept of “co-living , and being able to live with other household(s);
  5. Fulfilling other specific conditions or requirements put down by the service operators.

Application procedures

Check “Latest News” for latest updates on social housings including their locations and respective service operators
Eligible persons can apply at service operators to become social housing tenants
Eligible The same person cannot apply at two or more service operators at the same time
Service operator is responsible for screening and matching the tenants. Service operator will follow its internal mechanism for declaring interests, and handle each application in a fair and transparent manner.
Agreement signing among HKCSS, service operator and tenant; Tenants will pay the monthly rental fee to service operator according to the agreement.
Service operator will provide community-based social services and work with tenants to develop their capacity for living independently in the community after the tenancy at social housing ends.

  • Eligiable for PRH application i.e. the income and total net asset not exceeding the limits set out by Hong Kong Housing Authority.

  • Monthly Rent: determined and adjusted according to CSSA scheme, and payable to SoCO in advance on the first day of each calendar month

  • Water, electricity and town gas fee: Tenant households who live in an apartment with independent water, electricity and Town Gas meters are required to pay water, electricity and gas charges to Water Department, HK Electric and Towngas accordingly. The cost arising from using the common area will be calculated by SoCO and should be paid by the tenants on top of the monthly rent.

  • Maintenance and Management Fee: Tenants are required to pay HK$200 each month as a deposit for maintenance. The total deposit shall be refunded to the tenants without interests after the end of the tenancy period if not used for maintenance.

  • Term of tenancy: 2 years. First year is fixed term.

  • Tenants cannot allow non-household members to live in the rental unit or change the composition of the tenant household without the approval of the project social worker.

  • Observe the rules when using the common areas and facilities, and rules of co-living.
